Chrome, Edge and Firefox open OPUS and OGG. On iPhone it depends on the Safari version: if it will not open, convert it on a computer.
To join several voice notes into one MP3, open them directly in Merge audio files, which accepts OPUS, and choose “With a pause”: there is no need to convert them first.
