A face photo on a plain background is among what compresses best: at 20 KB it is still easy to recognise on screen.
Not many pixels fit in 20 KB at good quality. 800 px wide is a sensible starting point; the tool reduces it further if needed.
REAL LIMITS
Keep only the signature or the face with Crop image: empty borders take space too, and removing them leaves more quality for what matters.
A landscape or a group photo will not fit in 20 KB without losing a lot of sharpness: it is normal for the tool to shrink the dimensions considerably.
The tool counts 1 KB as 1024 bytes. If a form counts 1000 and rejects it by a little, ask for 19 KB.

Yes. Enter another number in “Maximum size per image (KB)”: the minimum is 10 KB.
Because the preset starts from an 800 px maximum width: a wider photo is reduced to 800 px from the start. If it still does not fit in 20 KB, the tool tries up to 6 progressively smaller sizes and tells you the final dimensions.
This tool saves JPG or WebP, the formats that shrink the most (WebP only if your browser can create it; if not, you get a JPG). PNG has no lossy compression: a 20 KB PNG is only possible with very small images or very few colours, such as a black and white signature.
